Williams worked as a manager in opera, at the Sydney Conservatorium under Rex Hobcroft, as a member of the first Australia Council Music Board (1973), and as general manager of Music Rostrum Australia, where Roger Woodward was the artistic director.
From 1975 to 1977, he studied music with Luciano Berio in Italy and worked as an assistant to Cathy Berberian, the American soprano who used to be married to Berio. He also did a lot of work with the Israel Chamber Orchestra. When he got back to Australia, he became general manager of Musica Viva Australia from 1977 to 1984 and then a board member and chairman from 1984 to 2004.
Williams was CEO of the Australian Film Commission at the time. He also ran the TV production company Southern Star Group and rose to become a top executive at the ABC. He was made Foundation Chairman of Film Finance Corporation Australia in 1988.
In 1995, Williams left the ABC to take over Fox Studios after a deal for the ABC to give Rupert Murdoch's Foxtel two news channels fell through at the last minute. Williams had been in charge of the deal for the ABC.
